Delegates Unanimously Re-Elect President Yvonne Wheeler and Elect 45-Member Executive Board Led by Chair Xochitl Cobarruvias in Historic First
LOS ANGELES – On Saturday, March 14, 2026, at Workers Congress 2026, delegates of the Los Angeles County Federation of Labor unanimously re-elected President Yvonne Wheeler to a second term and elected a new 45-member Executive Board, led by Chair Xochitl Cobarruvias.
In a historic milestone for the organization, this marks the first time in the LA Fed’s more than 132-year history that the two highest-ranking officers are women of color—reflecting the strength, diversity, and leadership of the working people who power Los Angeles.
Held at the Sheraton Gateway Los Angeles, the 2026 Workers Congress convened labor leaders, rank-and-file members, and community partners from across the region for a day of strategy, solidarity, and vision-setting. Occurring every four years, the Workers Congress is the LA Fed’s highest democratic gathering—where the labor movement reflects on its progress, elects leadership, and charts a bold course for the future.
This year’s Workers Congress also marked the official launch of the Federation’s four-year strategic plan—an ambitious roadmap to strengthen worker organizing, expand political power, and advance a more just and equitable economy. In tandem, the Federation announced the relaunch of its Civic Leadership Academy, designed to develop the next generation of labor and community leaders grounded in equity, inclusion, and worker empowerment.
“Our Workers Congress is more than a convening—it is a declaration of who we are and where we are going,” said President Wheeler. “At a time when working people face unprecedented challenges, we are rising to meet this moment with clarity, courage, and unity—ensuring that the voices of working families shape the future of this region.”
The 2026 Workers Congress theme— “We Are Rising, We Are Reclaiming, and We Are Revolutionizing”—captured both the urgency and optimism of today’s labor movement. Delegates engaged in critical conversations on economic justice, racial equity, workforce development, and the vital role of organized labor in shaping a fair and inclusive future.
Together, the LA Fed and its partners reaffirmed their commitment to organizing the working class, strengthening solidarity across movements, and advancing policies that uplift workers and communities across Los Angeles County.
